Use Pen Tool (P) to draw some raw shape.

Now once you have selected Pen Tool (P) hold (ALT) and drag anchor point to begin the transform.

Right-Click with your pent tool on the path and select (fill path). We have used standard solid black color for fill.

Right-Click the path again with your pen tool and this time select (Define Custom Shape). You can name this shape however you want.

Now drag the shape layer at the bottom of the layers where you see icons, on the top of the icon (Create new layer) which is right next to the trash can icon to duplicate this layer. Once you have duplicated this layer go to top menu and select (Edit -> Transform path -> Flip Horizontal), then drag this shape a bit next to the original one.

Now we have 2 shapes mirrored. But we want these shapes to be one shape. So how do we do it? Easy. select (Path selection tool (A)) and click on right shape. This shape becomes selected and you will see the anchor points. The copy this shape via (CTRL+C). After this step click the same way on the left shape to select this shape. Now paste previous shape into this one via (CTRL+V). You can delete the right shape for now. And now you should have both parts as one shape.

We will now resize (downsize) this shape slightly via (CTRL+T) which will display bounding handler around our shape. If you want to maintain proportions ratio hold (SHIFT) once you drag anchor points on bounding handler.

Now use (CTRL+T) again to see transform bounding handler, select (reference point location) as shown on picture and then mouse over your bounding handler over the right top anchor point until you see bended arrow for rotating this object. Rotate slightly to the right then hit (ENTER).

Now just hit (Shift + Ctrl + Alt + T) multiple times to repeat the last transform which you did in previous step. You should see now same result as on this picture.

This is our final custom shape. But we are not done yet.

Use the (Path Selection Tool(A)) click and drag from upper left to lower right to select our shape and then right-click on our selected shape and choose from the menu (Define Custom Shape), give it a name if you want to and save your shape for future use. That's it folks :-)
