Then select horizontal type tool (T), type in NYPD, then in Character properties select font family (Stencil), color (#244147), font size (450 pt) and make the font bold.

After that set blending mode to (Color Burn) and opacity (18%).

Cut of panorama from background (we have used polygonal lasso tool) (L).

Now select you cut-off panorama, go to main menu (image->adjustments->treshold) and set value to (100).

Set blending mode to (Color Burn).

let's place our prepared (cut-off) law enforcement vehicle into our scene and name the layer (car 1). Duplicate your vehicle layer and name it (car 2). Place your (car 2) layer under (car 1) layer. Select (car 2) layer. Hold left CTRL while you click on your (car 2) layer thumbnail to select it. Then click on your grungy background and copy selection via (CTRL+C) and then (CTRL+V) to paste your copy selection back in.

Now click on (car 1) layer and set blending mode to (color burn)

Duplicate your layer (car 2) and set blending mode to (pin light).

Place our cut-off police badge into our scene. Set blending mode to (luminosity).

Now add the badge again but make it smaller. Then apply following setting from next screenshot.

Add one more layer with same size of police badge over the one with settings and set blending mode to (color burn).

Now we add helicopter to our scene. Set blending to (color burn).

Now add your pre-cut officer (in our case Beyonce). Then duplicate this layer and via holding CTRL and clicking on this layer select this layer. Then click on your grungy background and copy via selection (CTRL+C) and paste it via (CTRL+V). name this layer (officer 2).

Set blending mode to (Saturation).

Duplicate your layer (officer 2) and name it (officer 3). Set blending mode to (Vivid Light) and opacity to (65%).

Then as you see on screenshot, use eraser tool (E) and erase (red color highlighted area).

You can add some text as we did to spice it up a bit. And here we have our final piece.
